and FacilityMapping
During the past 18-years Bob Kutscher of Kutscher Consulting has successfully
managed many challenging facility mapping projects in the County of
San Diego using GIS.
A
project of note involved the conversion of storm drains from hundreds
of conventional hardcopy plans into an "Intellegent" GIS database
for the entire unincorporated areas in San Diego County. This project
was necessary to meet a Regional Water Quality Control Board requirement
and had a very short time frame to be completed within.

Kutscher Consulting can scan and recify or "fit" into any
real-world coordinate system any existing hardcopy plan or imagery.
The plans can then be displayed on the computer monitor and drawn on
top of using the computer. This technique is known as "Heads-Up
Digizing" and is far superior to conventional methods of converting
hardcopy infomation into GIS databases.
Using innovative techniques, including "Heads-Up Digitizing",
helps the
successful and timely completion of utility and facility mapping projects.

plans into
"Intelligent" GIS data much more efficient than conventional
methods.
